Development consent approved by Secretary of State
GTR4 Limited – a joint venture between Corio and its affiliates, TotalEnergies and Gulf Energy Development – has secured development consent for the Outer Dowsing Offshore Wind Farm. Approval was granted by the Secretary of State on 10 February 2026.
The project, located approximately 54 kilometres off the Lincolnshire coast, will comprise of up to 100 wind turbine generators, an offshore accommodation platform, as many as six offshore transformer substations, up to two offshore reactive compensation platforms, and as many as four export cables. These cables will make landfall at Wolla Bank before continuing underground to a new substation at Surfleet Marsh.
Construction could begin as early as 2027, with first power expected in 2030. Once operational, the development will deliver 1.5 gigawatts (GW) of offshore wind capacity, contributing significantly to the UK Government’s target of 50 GW of offshore wind by 2030 and supporting national net zero ambitions.
Throughout the application process, the Marine Management Organisation (MMO) worked closely with the developer, the Planning Inspectorate (PINS) and other stakeholders to ensure environmental issues were fully addressed.
The wind farm was also part of the Nationally Significant Infrastructure Project (NSIP) Early Adopters Programme (EAP). As part of this initiative, the MMO contributed to issue tracking, helped streamline examination discussions and maintain focus on the most critical matters.
Following consent, the MMO will continue to collaborate with the developer to support a smooth transition into the pre‑construction and construction phases of the project.
